The Red Line is necessary to serve the basic needs of our communities, from West to East. Cancelled in
2015 after thirteen years of extensive planning and approvals, this route will connect the Centers for
Medicare & Medicaid Services, Edmonson Village, West Baltimore, downtown, Harbor East, Fells Point,
Canton, Highlandtown/Greektown and Johns Hopkins Bayview Medical Center. We ask that you join hands
with us to unite our region, so that we may rise together to greater heights.
With 19 stations of service, as points of entry into the heart of Baltimore, our citizens will travel on reliable
transit to commute to and from work, schools, appointments, sporting events, and shopping, dining, and
leisure. This route will serve to unite the Baltimore community. Our seniors, working adults, individuals with
disabilities, and students will enjoy the transportation along route 40 without multiple, time-consuming
transfers, or delay and congestion of traffic.
This $2.9 billion project was shovel-ready. The Maryland Transit Administration estimated that over 3,000
community jobs will be created along with $2.5 billion in transit-oriented development surrounding these 19
stations. However in 2015, Mr. Hogan set progress back decades by declining $900 million in federal
funding for the project. Instead, he used the balance to construct road and highway projects in rural areas of
the state, encouraging dependence on cars, and further destroying the environment. The cancellation of the
Red Line disproportionately burdens Black residents and other people of color, low-income households, and
the transit-dependent hence the cancellation’s illegality under the 1964 Civil Rights Act. Hogan accurately
viewed the Red Line as a tool that communities will use to empower themselves, and promptly robbed them
of it. Let’s get people to work on time now without delays, safety risks or excess costs. It’s time to revive the
Red Line so that the entire Baltimore region can reap the economic benefits.
The RED Line is 5-6-year construction project that will require the power of union membership and a strong
coalition of community organizations. The Baltimore Transit Equity Coalition has proposed the creation of a
regional transportation authority (RTA) to help pay for the Red Line without dependence on taxes. Once the
creation of the RTA is established, responsible development that includes affordable housing and keeps
current residents in their home communities will be an absolute necessity.
